Abstract

Human resources are crucial in public service organizations, where employee loyalty supports effective and responsible service. This study aims to examine career development and organizational culture in relation to employee loyalty at the Setu Sub-district Office, South Tangerang. A descriptive qualitative approach was used, involving 37 employees and five purposively selected informants. Data were collected through non-participatory observation, in-depth interviews, and documentation, and analyzed using an interactive model of data reduction, data presentation, and conclusion drawing. Data validity was established through source, technique, and time triangulation. The findings show that organizational culture supports employee loyalty through duty awareness, discipline, harmonious relationships, work effectiveness, and teamwork. Career development is generally well implemented, but equal access to career development opportunities, particularly for PPPK employees, and clarity of career-related information still require improveme
